SAP Schools in Singapore: All 11 Schools, Cut-off Points and How Higher Chinese Matters
Special Assistance Plan (SAP) schools put extra weight on Chinese and bilingual education. Singapore has 11 SAP secondary schools; 6 of them also run the Integrated Programme (IP).

"—" in the PG3 column means the school has no SEC (PG3) intake at Secondary 1, only IP.
What (D), (M) and (P) mean
SAP cut-offs often carry a letter, such as 8(M). It is the Higher Chinese (HCL) grade of the last students admitted:

8(M) means: among students with a PSLE score of 8, those with Merit or better in Higher Chinese got in, and those with the same score but a lower HCL grade did not. A cut-off with no letter (such as 12) means HCL was not needed to separate students at the margin.
How ties are broken
At SAP schools, students on the same score are first compared on Higher Chinese. After that the usual order applies: citizenship (Singapore Citizen, then PR, then international student), then choice order, then a computerised ballot.
So for SAP schools:
- a child who took Higher Chinese and did well has an edge at the margin;
- a child without Higher Chinese, or with a modest grade, should treat a borderline SAP school as a reach, not a match.
